Conducting Land Division Reviews

This program is a technical training for persons responsible for reviewing land divisions, as required by the Michigan Land Division Act, PA 288 of 1967, as amended being MCL 560.101 et seq. (formerly known as the Subdivision Control Act).
The program will review the parts of the Land Division Act pertaining to land division, including definitions and other general provisions, teach required steps and best practices when conducting land division reviews, and highlight enforcement strategies for an effective local government operation.
The training provides a detailed system of conducting the review, use of checklists (review worksheets), and an application form that can be customized to local land division/subdivision/site-condominium and zoning ordinances. The objective is for participants to know who can conduct reviews, what a parent parcel is and how that is determined, the statutory and case law limits on what the review is for, and to learn a detailed review process. Participants will learn how to customize their own application form and checklist.
This training also covers basics of planning and zoning so that the participant has a rudimentary understanding of zoning for purposes of being able to review land divisions against local ordinance requirements concerning parcel size, width, and so forth. Training also reviews the organizational and administrative system to administer a zoning ordinance.
Program participants will receive several helpful handouts including a land divisions look-up table, a sample land division ordinance, and a sample land division application/review worksheet.
Assessors will earn 4 hours of recertification continuing education approved by the State Tax Commission (see STC Approved Continuing Education Courses for 2019 Renewal). In order to renew certification for 2019, Assessing Officers and Technicians must complete 16 hours of continuing education through Commission approved elective classes. These 16 hours of continuing education must be completed between Nov. 1, 2017 and Oct. 31, 2018. Continuing education hours cannot “roll over” to the next year.
Master Citizen Planners will earn 3 hours of continuing education for participation in the program.
